translate remaining French to English: DamselPolicy reason labels, a
RigPreviewWidget comment, and the scripts/rig-*.sh dev scripts (logic
preserved, bash -n clean) — no French left in src/ or scripts/
README: Project Structure now lists all 30 packages; document the plain
Docker build path (no go-task required)
add a standalone Dockerfile + .dockerignore (reproducible build, pinned JDK 17)
